Line management:
The SAM reports directly to the Bekaa Area Manager (AM).
Responsibilities:
The SAM has the overall responsibility for timely and quality implementation of the humanitarian operations in the North-Bekaa region, located in the East Lebanon.
Internal relations:
The SAM is managing all human resources available in the area with the support of his/her mid-level managers and the technical assistance of the sector coordinators.
Specific duties and responsibilities:
Representation
» Represents DRC before relevant donors at field level, in the sector working groups and interagency planning workshops in coordination with the AM,
» Represent DRC before local authorities with the support of national managers and AM,
Programming & operations
Ensure that project cycle is carefully applied (needs assessment, planning, resources allocation, beneficiaries’ selection, monitoring, supervision, reporting and evaluation),
Strategy & Analysis
» Analyse the specific local contexts, needs, gaps and constraints and anticipate forthcoming movements and displacement-related trends,
» Provide recommendations to management on adjustments that need to be made to the DRC Emergency Response,
» Participate to strategic meetings organised by the management whenever needed,
Implementation
» Properly plan activities with the field management team on a 6 month and monthly basis and monitor progress vs. plan (with the support of the Bekaa AM),
» Make sure that activities are logically prioritised and teams briefed on regular basis by the field management team,
» Establish and/or enhance local networking and community mobilisation mechanisms to ensure smoother and safer programme’s implementation,
» Coordinate the activities through weekly and monthly field management meetings,
» Participate to the recruitment, management, training, monitoring and evaluation of the field staff,
» Supervise the daily work of support functions (admin, finance, HR, logistic and procurement) in coordination with the Beirut-based managers,
» Oversee the set up/enhancing of admin-finance and log-procurement system and application of policies by various teams with the support of respective specialised teams,
» Ensure an accurate financial planning on both 6-month and monthly bases, and efficient follow-up of the multi-sector programme’s budget with the field managers and finance team,
» Collect inputs and compile progress and final narrative reports and share them with the AM before sending to Beirut office and submission to donors and HQ,
» Guarantee that M&E tools are used by the programme teams in coordination with field managers and the M&E Coordinator,
Capacity Building
» Mentor continuously the sub-area field managers on management skills needed (planning, prioritisation, organisational, financial management, representation, HR management…),
» Identify gaps, prepare and implement a training plan for the field managers,
Organisation, administration and personnel management
» Overall coordination of all staff members working in the North Bekaa region,
» Ensure administration of human resources according to DRC guidelines, including yearly performance appraisal of every single employee,
» Support the establishment of staff complaint mechanisms.
