The prime objective is to ensure the quality of the project while expediting necessary decisions and keeping Owner informed throughout the life of a program. Owners Representatives can be of assistance for the entire implementation of a project. They provide a tacit "smoothness" in the flow of the project that is obtained by continued jobsite presence. Decisions requiring Owner direction occur daily Owner Representatives alleviate construction "log Jams" by facilitating decisions based upon their background and past experience and coordination with Owner's team. Owners use Representatives as their jobsite eyes and ears, providing for quick decisions keeping the proper balance of cost, schedule and quality in mind.The Owner Representative represents the mind-set of an Owner as well as the knowledge and experience of design, engineering and construction. Putting these elements together helps guide the project in achieving the overall goals of the Owner.Further, the Owner’s Representative is considered an extension of the Client's staff. This means that they will be willing to do anything within reason to assist the Client in achieving their goals for the project, even if not directly related to the project.
Key Job Functions
• Represent the Owner on a continuous basis at the construction site.
• Monitor all stages of work (design, engineering, construction, facility activation) to assure compliance with the project requirements
• Resolve any project issues with A/E, Construction Manager, Contractors, and the Owner.
• Administer the activities that are responsibility of an Owner
• Monitor progress of the work and facilitate expedition when necessary to obtain compliance with project schedules
• Attend all job meetings representing the Owner's interests
• Conduct special meetings to resolve problems
• Communicate weekly and daily reports of project progress
• Serve as administrative communication link between the Owner and project implementation team
• Review and approve payment requests before formal submittal to Owner
• Draft change orders to adjust the work, due to changes in scope or unexpected conditions (with Owner's approval)
• Keep all Owner's copies of project documents, in an up-to-date, orderly manner
• Inform Owner of pertinent and potentially controversial issues, and recommend and implement solutions to same
• Assist the Owner and work with the A/E and Contractors to prepare issue, punch lists,
etc, to keep project on track relative to cost, schedule, quality and performance
• Set up appropriate reporting standards to follow-up and report regular
• Follow up with consultants and authorities on obtaining necessary permits
• Evaluate and produce feasible program mixes on potential land acquisition
• Oversee bidding process for construction contracts and selection of suppliers
• Optimize costs at all stages, and achieve total cost of projects within budgets
• Conduct site visits to supervise execution and quality control during the construction phase

• Research existing services and utilities
• Prepare sketches for various purposes
OPERATIONAL MANAGEMENT
• Coordinate and organize the Owner's user representatives for meetings and following up with those users
regulatory officials at the jobsite
• Accompany Owner's underwriters at the jobsite
• Prepare independent meeting reports for meetings attended by the Owner and Owner’s Representative
• Act as liaison between departments and divisions
• Work out recovery schedules for A/E and/or Contractors
• Pre-negotiate of project change quotes
